Nothing arrives preloaded with somebody else's rules.
A leave policy from another market is worse than no policy, because it looks official. So the product ships with none of them: you set the leave types, the holidays and the approvers, and each person picks their own language.

What you set
Four things, and they decide almost everything else.
There is no hidden default underneath. Every number the product shows an employee traces back to one of these, which is why a balance can always be explained.
Leave types and policies
Your own kinds of leave, each with how a day is counted, when the days arrive, and what survives the end of the year.
Holiday calendars
More than one, if teams work to different ones. Those days never come out of anybody's allowance.
Who approves what
One rule per kind of leave: their own manager, a manager with a fallback, or the same named people every time.
Per person
And the exceptions are on the person, not in a workaround.
Real policies have exceptions: somebody hired in August, somebody on a contract you negotiated, somebody whose department uses a different holiday calendar. All of that is a field, not a spreadsheet kept beside the system.
- Somebody hired part-way through the year is asked about separately, on their own record: the prorated share, the whole year, or a figure you agreed.
- Roles decide who can change the rules at all, from full admin down to a manager who only decides their own team's leave.
- Everyone on the team works in Bosnian or English, per person, so the rules read the same way to whoever opens them.
